The Kane County Chronicle recently published a story on the upcoming ballot referendum that could affect residents within the Elburn Fire Protection District:

Residents in a specific part of the Elburn fire district will have the chance to vote on November 4th about whether they want to switch fire services and join the Fox River and Countryside Fire/Rescue District. This proposed change has sparked some political debate, with local officials taking sides.

The Elburn Village Board recently passed a resolution opposing the potential disconnection, while Fox River Fire Chief Greg Benson claims that some people are spreading false information about his department. The area in question includes around 3,000 registered voters, roughly bounded by LaFox Road to the east, Anderson Road to the west, Campton Hills Road to the south, and Silver Glen Road to the north.

Elburn and Countryside Fire Protection District Chief Kelly Callaghan emphasized that his agency has a long history of serving the area effectively, with over 132 years of experience. He also mentioned that the district recently opened a new station in Lily Lake to improve service. “We’ve been here for more than three times as long as some might think,” he said.

Benson, on the other hand, argued that the quality of service wouldn’t decline if residents joined the Fox River district. A judge previously ruled that the area would receive comparable fire and emergency services from Fox River. In fact, he added, response times could actually be faster. Right now, calls from the disconnect area go through Kane Comm and then to Tri-Com before being dispatched, which can take up to four minutes. Calls handled directly by Kane Comm, like those from Fox River, take only two and a half minutes.

Another key point is the cost difference. Property owners who move to the Fox River district would pay lower taxes. Elburn’s current tax rate is approximately 0.79, while Fox River’s is about 0.27. To illustrate this, the Fox River district provided examples of homes in the area. For instance, a home on Fox Creek Drive in Campton Hills currently pays $1,548.28 in taxes to Elburn, but would only pay an estimated $524.44 to Fox River—saving over $1,000. On the lower end, some homeowners might save around $350.

If the referendum passes, Callaghan said the Elburn district won’t know exactly how much revenue it would lose until the levy is approved. However, he assured residents that the department would do everything possible to avoid layoffs. “We still have 20,000 people in our district who rely on us,” he said.

Both fire districts charge EMS fees, which is standard practice, though the rates vary depending on residency and ambulance type. Benson also clarified that his district doesn’t charge for every fire response. However, he explained that their cost recovery policy allows them to bill in certain cases, such as when a fire was caused by arson or illegal activity. Similarly, if someone repeatedly triggers false alarms and refuses to fix the issue, a fee could be applied.
